Properly-run businesses will have an internal procedure to deal with complaints from customers. But sometimes arbitration is necessary as a last resort.

Arbitration is an attempt to bring about a peaceful settlement or compromise between disputants through the objective intervention of a neutral party. It is a voluntary, non-binding method of resolving disputes using a trained, neutral third party who uses their skills to bring two sides in a dispute to a resolution without resorting to litigation.

It is a private process, not a court process. Confidentiality is guaranteed, which is not possible in a court, and it costs less than going to court.
